Abstract:
An ab initio simulation is made of the dynamics of many electrons orbiting an immobile charged center. It is shown that a metastable state establishes in such a system, which relaxes at least a thousand times slower than would be expected from the kinetic theory. Our calculations show that a detailed balance of electron transitions between the states with different energy occurs in this metastable state (which is far from thermodynamic equilibrium). The potential distribution around the immobile charge in a metastable plasma is obtained and found to be significantly different from that implied by the Debye model.
