Abstract: The role of normal and anomalous Doppler effects in the development of Cherenkov beam-plasma instability for longitudinally constrained systems is studied in the linear approximation. The normal Doppler effect is shown to affect the absolute instability only. This effect results in non-transmission of the counterrunning wave in a certain frequency region, thereby eliminating the absolute instability. At the same time, the anomalous Doppler effect affects not only the absolute instability but also the convective instability and, under certain conditions, is able to completely suppress the Cherenkov beam-plasma instability.
